摘要

鑑於近年國際間伊波拉、MERS-CoV、茲卡病毒感染症等新興傳染病疫情的出現,為能落實防疫一體(One Health)的概念,我國積極推動加入「全球衛生安全綱領(Global Health Security Agenda, GHSA)」,除參與相關會議,包括2015年以APEC會員身分參加韓國的APEC-GHSA會議,及2016年前往法國里昂參加「全球衛生安全高峰會議」外,亦與國際同步,2016年起採用最新工具進行我國防疫體系盤點,期望藉由國際間多方合作,強化全球衛生安全體系,共同防範傳染病對全球衛生安全造成的威脅。 疾病管制署表示,2016年起將運用世界衛生組織2月提出的一套外部聯合評估工具(Joint External Evaluation Tool, JEE Tool)進行相關評核活動,對我國防疫體系進行完整盤點。該工具結合GHSA 11項行動方案,及IHR 8項核心能力,共19項評估議題,可有效衡量國家對於重大公共衛生威脅事件預防、偵測與緊急應變的能力。

為使JEE評核活動能順利推動,我國特別邀請美國衛生安全領域知名研究中心「UPMC Center for Health Security」的研究團隊來台協助辦理相關工作。該中心在美國「全球衛生安全綱領」國際計畫上,扮演相當重要的角色,研究人員具備多元的專業背景,孰悉美國和國際衛生相關組織在傳染病防治和全球衛生安全的短、中、長程政策發展和趨勢變化,亦擅長於相關重要衛生議題上,扮演民眾、民間組織、行政與立法部門之間的溝通橋樑。該中心於2016329日至41日間派遣資深研究人員來台舉行說明會,解說評核過程與作法。評核結果除將使我國防疫能力得以透過與國際一致之標準展現,亦將作為國內後續實質參與國際重要活動,以及貢獻全球衛生安全之基礎。

基於上述背景,邀請兩位講者將介紹有關GHSA之內容與應用推廣,有助於本院校從事國際醫療衛生與防疫之重要參考準則。

Biography

In 2017, Dr. Hoyle founded Advanced Global Impact, LLC, a consulting firm committed to providing global health security, emergency management, and pandemic preparedness solutions. Dr. Hoyle is also a lead instructor and subject matter expert with the National Center for Biomedical Research and Training where she instructs various courses to increase domestic and international preparedness for biological incidents. These courses are instrumental in ensuring adequate training and preparedness for biological incident response for first responders, public health. medical and political leaders.Since July 2016, Dr. Hoyle has served as the Chair of the Next Generation Global Health Security Network. Under her leadership, the network has grown to nearly 400 members in over 35 countries. Under her leadership, the network has expanded its programs to include a mentorship program, monthly webinar series and a strong social media presence. Dr. Hoyle has also developed strong partnerships for the network to increase awareness of the next generation of global health security leaders and encourage sustainable investments in health security leaders of the future. Dr. Hoyle has managed multiple public health program activities related to global health security, infectious diseases, pandemic preparedness, emergency preparedness and response, operational capacity, strategic thinking, response strategies, and clinical guidance for various Category A, B, and C bioterrorism agents. Additionally, she has a strong background in international health, with a primary focus on public health emergency management, global health security, pandemic preparedness, project management, program evaluation, HIV/AIDS, sanitation and hygiene and clean water. Her work has taken her to Liberia, South Africa, India, Haiti, Ghana, and Sri Lanka.
